Cold email outreach for my marketing business

We hover around 6-7 clients at any one time, however I am finding it difficult to find new clients.
I am looking for someone that can launch a cold email campaign for us targeting E-commerce business owners.
You would be in charge of warming up the email, finding leads and also sending the mass emails. (we would do the copywriting)
I don't have much experience in this field so I am looking for someone very knowledgable that can point me in the right direction to go down.
